3727138 - Why does Service Entry Sheet (SES) creation fail in ISMG with Error: "This purchase order does not include any service lines from which you can create a service sheet"?

Symptom

A Service Entry Sheet (SES) is created and approved in the ERP system (SAP ECC or SAP S/4HANA) for a service purchase order.
However, the SES is not visible in SAP Business Network (SBN) after being sent via Managed Gateway for Spend&Network (ISMG). When searching for the document in ISMG, the following error appears:
Bad Request" and ErrorCode:"400" and ErrorResponse:"Error:This purchase order does not include any service lines from which you can create a service sheet Please contact support with the Error Reference Number: ANERR-XXXXXX for more details.
