3727882 - FI validation is not triggered during allocation execution but is triggered during reversal

During execution of an allocation cycle in Manage Allocations / Universal Allocation, an FI line item validation does not raise an error as expected.

However, when reversing the same allocation posting, the FI validation is triggered.
