Symptom

Hard purged users are still appear in certain reports even though the hard purge job status shows “Completed” successfully.

Purged employees are not visible in the SuccessFactors instance, but their records may still appear in reports or the Data Inspector tool.

Reproducing the Issue
- Perform a soft purge for specific employees.
- Execute a hard purge for the same employees.
- Verify that the hard purge job status shows "Completed" successfully.
- Check reports and the Data Inspector to observe that the purged employees are still appearing.
Resolution
The option “All (Employees)” includes only internal users and does not cover external users.
To ensure external users are included, the Target Population (TP) must be configured appropriately. Please follow the below configuration:

Navigate to the relevant configuration area where Target Population (TP) is defined.

Update the Target Population from “All (Employees)” to “All (External Onboarding User)”.

Save the changes and validate the behavior.
After updating the Target Population, external onboarding users will be correctly included as expected.
