3728856 - All rater categories are rolled up to 1 category when using Uturn rollup in 360 forms

When using Uturn rollup category in 360 forms, in 360 Detailed Report the categories rollup to one category group instead of showing in separate groups the categories which meet the treshold and which do not meet the treshold.

1. Set up Uturn rollup category in 360 form XML 
2. Define the category groups in meta-360-rollup-category-name. For example: Direct Reports, Peers, Others
3. Set up the treshold for each category. For example: Direct reports: 4, Peers: 4, Others: 4
4. Launch a 360 form with this template
5. Add raters to the form. For example: 4 raters in Direct reports category, 0 in Peers category, 1 in Others category 
6. Provide the ratings with each participant
7. Open Detailed 360 report
8. See that all categories are rolling up to 1 group: Direct reports /Peers / Others: 5

When using Uturn Rollup category in 360 forms, the categories where 0 raters are included will be skipped. However, categories which have raters but do not meet the setup treshold, will rollup until they meet the treshold. The data rolls to the next category group that is listed in the meta-360-rollup-category-name and if the threshold is not met it rolls back to previous category:

In the example: Direct reports are meeting the treshold, Peers category is being skipped due to 0 raters, Others category does not meet the treshold, therefore it rolls up with Peers category.

Peers/ Others rolled up category still does not meet the treshold, therefore this group rolls up with Direct reports category.
