Symptom

When trying to maintain tax codes for a certain country/region that supports TDT, the below error is shown:

BCP project not available, so app will be read-only
Message no. /FTI/WEBGUI_MSG127

Diagnosis
Error is raised because system setup is not complete (BCP project not available).

Procedure
Please wait till system is ready for usage.

Environment

SAP S/4HANA Cloud Public Edition.

Reproducing the Issue

  1. Open SSCUI 101016 – Define Tax Codes for Sales and Purchases.
  2. Attempt to edit the tax code.
  3. Observe that the tax code is read-only, with the following message: "BCP project not available, so app will be read-only." Message no. /FTI/WEBGUI_MSG127

Cause

The Time-Dependent Taxes (TDT) activation/migration is not transported between the systems, or the tenant is missing the open business change project (BCP). For all customizing settings, there must be a BCP so that the changes can be transported into the production system. 

Resolution

It is necessary to repeat the TDT activation/migration in other system tenants. Until TDT is in a consistent state, it is not allowed to maintain any tax codes for that country/region.

Recommended approach: Activate TDT in the test system and perform regression tests (to check whether the critical processes still work as intended). After a successful test, carry out the activation in the production system. 

Once the TDT has been made consistent, also ensure that an open Business Change project exists in the system. If one does not exist, it can be created by selecting the "Create Change project" option in the "Manage your solution" app.
