3729925 - Error "Can't get global parameters" when opening app 'Manage packages' in GRDC with "insufficent scope" or "403" connecting to S/4HANA Public Cloud Edition

• When opening Manage Packages in GRDC, the message appears: "Can't get the global parameters from the SAP S/4HANA system. The SAP S/4HANA backend RFC function module returned the following error: com.sap.cloud.sdk.s4hana.connectivity.exception.AccessDeniedException: 403 Forbidden. Failed to establish a trusted connection to the XXX."
• Response headers include: www-authenticate: Bearer realm="SAP NetWeaver Application Server [XXX/100]", error="insufficient_scope", error_description="The request requires higher privileges than provided by the access token.", scope="SAP_BC_SRT_SCS_EXT_HTTP".
• Connectivity trace shows: "OAuth 2.0 Error: The request requires higher privileges than provided by the access token. Detailed information: Required scope API_GRMASTERDATA_SRV_0001 is not contained in access token scope list."
