3730715 - Cost Center Budget Report shows unexpected cost centers although authorization on CDS view C_COSTCENTERBUDGET is applied correctly

In the Cost Center Budget Report, users may see budget or actual data for cost centers that appear to be outside their expected authorization scope.

This may lead to the assumption that the authorization object or CDS access control for the report is not working correctly.

When the underlying CDS view C_COSTCENTERBUDGET is analyzed, the authorization filter appears to be applied correctly, but the report still contains entries with unexpected cost center values.
