3730787 - Activity hours are not determined in CPTA/CPTD when withdrawn quantity used in the template is zero

Symptom

When executing template allocation in transaction CPTA or CPTD, the system does not determine or update the expected activity hours for certain activity types.

This may create the impression that the allocation logic is inconsistent, especially when similar orders or plants appear to behave differently.
