3731388 - Cannot create settlement rules for billing elements within Project with Revenue

Cannot create settlement rules for billing elements of Projects with Revenue after CE2602. In the "Project Control – Enterprise Projects" app, the "Edit Settlement Rules" button disappears. 

SAP S/4HANA Cloud Public Edition

1. Open the "Project Control – Enterprise Projects" app
2. Open a project with profile Project with Revenue
3. Observe that the "Edit Settlement Rules" disappears

With the 2602 release and the introduction of the Profitability Segment Assignment for Projects with Revenue feature, classic settlement rule maintenance is no longer available for billing elements in revenue project. In such cases, the Settlement Rule button is disabled by design, and settlement is handled through the Profitability Segment Assignment functionality instead.

Navigate to the WBS element details page for the billing element from "Project Planning" app, click "Edit", and use the "Assign" link available for the new "Profitability Segment" field under the Control tab to add the profitability segment to settle costs. 

For other types of projects, such as Investment Project or Overhead Project, use the "Generate Settlement Rules – Projects", "Project Control – Enterprise Projects", and "Project Planning" app to create settlement rules.
