Symptom
When creating an accomplishment on learning, on step 2 the system shows the error "Categories are not available for you at this time. Please contact your Administrator" for a single user.

Reproducing the Issue
- Login and navigate to My Learning
- Open the Activities menu and select Accomplishments.
- Click Get Started and proceed to step 2 (category selection).
- Observe the error: "Categories are not available for you at this time. Please contact your Administrator".
Cause
The user’s preferred locale does not match the available localization of user-accessible courses and their associated categories. The accomplishments setup shows categories only when there are categories tied to user-accessible courses that are localized in the user’s preferred locale. If no such localized course/category exists, no categories are available.
Resolution
- Verify the user’s preferred locale in Learning administration > User > Preferences tab.
- Review the user-accessible courses and confirm at least one item:
- Has a category associated, and
- Has its title localized in the user’s preferred locale.
- If none exist, update the data setup by either:
- Adding the missing localization for the item title (and ensuring the associated category is translated where applicable) in the user’s preferred locale, or
- Adjusting the user’s preferred locale to one that matches the available localized course content.
- Save changes and re-check the Accomplishments setup category selection.
