3733780 - TSQC1 and TSQC2 new rates cause concern about tax rate on insurable premiums

Symptom

SAP Note 3677874 (YE25: Legal changes effective on January 1, 2026) delivered new rates for constants TSQC1 and TSQC2:

On the other hand, Revenu Quebec announced that tax rate on insurance premiums will be updated to 9.97% as of January 1st, 2027 (page 223 of Quebec's BUDGET 2025-2026)
This may lead to confusion as one might think that SAP delivered the new rates with wrong start date (2026 instead of 2027).
