3734960 - Approval flow is skipped when I change a requisition to cancel the order as a non-preparer

I submit a change to an approved requisition to cancel the associated order, and the changed requisition (V2, V3, etc.) shows Approval Not Required in its history. The approval workflow is not triggered, and the order is canceled without approvals.

This happens even though my approval process is configured to add approvers for change requisitions that cancel orders, and this is confirmed to work correctly in the approval process testing tab.

I am not the original preparer or requester of the requisition.
