3735282 - Additional Homepage Cards for external users (Buddy Card) not working as expected

Symptom

When the buddy task is completed initially, the new hire and the buddy are successfully assigned with the homepage cards
When we change the buddy, we get a warning that the previous buddy would be removed.
However, the homepage cards are not updated successfully to the new hire, previous buddy and the new buddy.
