Symptom
Attempting to publish RAP (RESTful ABAP Programming) applications/service bindings in the Quality/Test system fails with an "operation not supported" message.

SAP S/4HANA Cloud Public Edition
Reproducing the Issue
- Navigate to the Quality/Test system.
- Attempt to publish RAP service bindings (e.g. via the service binding editor).
- Observe that the publishing action fails with an "operation not supported" message.
Cause
Publishing service bindings on the local service endpoint with test catalog assignment is only supported in development systems. In Quality/Test and Production systems, local publishing is not supported. Imported service bindings are published automatically at a global level via IAM app assignment.
Resolution
- Confirm that the RAP service binding has been imported to the Quality/Test system and is activated in the gateway.
- Verify that an IAM app has been generated/exists for the service.
- Assign the IAM app to an existing business application catalog, or create a new business application catalog and assign the app to it.
- If required, publish the app from the business application catalog so that it becomes available to users.
- Access and test the service via an external consumer rather than using the “preview” function of the service binding in Quality/Test and Production systems.
- Do not attempt to publish the service binding on the local test endpoint in Quality/Test or Production systems; this is by design and not supported in these system types.
