3736613 - Only one substitution can be assigned for the same controlling area and event in transaction OKC9

Symptom

In transaction OKC9, the system issues the error message:

00058 – Entry 0060 does not exist in TKAZ

This can happen when trying to assign a substitution for event 60 to a controlling area.
