3737177 - Dropdown options missing for 'add learning' and development activities when browser zoom is increased

After creating a Development Goal, and try to adding a Learning with appropriate permissions, the 'Add Learning' button is not visible.

After checking the page zooming out (to 90% for example) the button is visible with the dropdown values.
