3737202 - When creating production order, order header status is MACM even if there is no stock for materials

Symptom

When creating production order in CO01 (CRTD), there is no stock or no enough stock for the materials. After checking material availability, the header status show MACM (Material committed), not MSPT (Material shortage). After releasing order in CO01/CO02 (REL), the order header status  changes to MSPT.
