3738119 - Documents uploaded during I-9 Section 2 are kept within the system - Onboarding

When completing I-9 Section 2, system will allow you to upload a document, and re-upload in case a document is incorrect, at the end of the process when checking Manage Documents, the documents uploaded incorrectly will be kept.

Expected behavior.

Currently the system will keep track of incorrectly uploaded documents, during I-9 Section 2, because it is a compliance step.
