3738674 - Header condition is not distributed to Item level after activation during SD document manual insertion

Symptom

When adding a Header Condition in the Conditions tab at the Header level in a Sales document(e.g Sales order or Billing), the same is not created at Item level conditions.
Header Condition are only added manually at Header level and they need to be set at Item level.
