3739024 - Job canceled in client 000 due to missing authorizations

Symptom

Background job canceled in client 000 with user BATCH_USER (it might be another user).

The typical jobs are
1. SAP_DHCDC_HOUSEKEEPER （In job log, "User BATCH_USER is not authorized to use the dispatcher process")
2. /SMB/Q2P_RESTART_BATCH_JOBS (In job log, "Authorization missing to change Q to P project")
3. /BUILD/REORG (In job log, "No Display Authorization")

Environment

Enterprise Cloud Services, ECS, Private cloud, HEC_ABAP.
