Symptom
- Purchase Orders can be created even when the project budget is exceeded
- System blocks only at actual postings (e.g. Supplier Invoice)
- Commitment values for Purchase Orders are displayed as zero in project reports
- No budget error is triggered during PO creation

Reproducing the Issue
- Create a project and maintain/release budget
- Create a Purchase Order assigned to a WBS element
- Enter a value exceeding available budget
- Observe:
PO is created successfully
No budget error is triggered - Check project reports:
Commitment value remains zero
Cause
- Budget Availability Control (AVC) is designed to check actual costs, not necessarily procurement documents
- Commitment integration is not active or not fully configured, therefore PO does not update commitments
- Purchase Orders do not trigger AVC at creation stage in standard configuration
Resolution
Budget Availability Control (AVC) is primarily executed at actual cost posting level (e.g. supplier invoice or goods receipt). Therefore, the system does not block purchase order creation, even if the value exceeds the available budget. This depends on the AVC profile assigned to the project.
Purchase orders should normally appear as commitments. However when the commitment value is zero, it indicates that commitment integration is not active or not fully configured. As a result, purchase orders are created but do not update the project’s financial data as commitments.
In summary PO creation without budget check is an expected system behavior
Missing commitments indicates missing integration/configuration
We recommend verifying:
- AVC profile assigned to the project
- Correct WBS account assignment in the PO
- Commitment integration / predictive commitments activation
