3739839 - Why are my requisition line items imported via API being treated as catalog items?

Symptom

When I import a Requisition using an API payload, I notice that some line items are automatically being matched to an existing catalog item. I expect these items to be processed as non-catalog items, but the system is treating them as catalog items instead.
