3740645 - Attribute Picker(s) do not Show the Attribute Type Translation in other locales, only English US

Symptom

After translating the Competency attribute type in Manage Talent Intelligence Hub and switching the system language to another locale, the list/picker shows the system localetranslation when adding competencies in Growth Portfolio, Development (PDP), and Job Requisition.
When drilling into a competency from the picker (details popup for description and tags), the attribute type text is not shown in the system locale; only English US is displayed.

Reproducing the Issue

Change the system language to another locale except English US.
Navigate to a competency picker for example in the Development Goal plan
Select an attribute type, for example "Competency"
Select a competency displayed, which opens an new page
The Attribute Type name is not translated

Cause

Known issue under engineering investigation.
Current behavior: the details popup for competency attributes uses the English translation for the attribute type regardless of the login locale.

Resolution
