3740848 - Cannot change Responsible Cost Center of WBS Element after financial plan data upload

The responsible cost center cannot be changed in the WBS element after financial plan data has been uploaded.

SAP S/4HANA Cloud Public Edition

1. Create a WBS element.
2. Import budget data via the "Import Financial Plan Data" app and upload it to the WBS element.
3. Navigate to the project or WBS element in the "Project Control - Enterprise Projects" app or in the "Project Planning" app.
4. Try to adjust the responsible cost center of the WBS element, while the field is non-editable.

The system works as designed: after a project is created, the company code cannot be edited; and once there are financial plan data on the project or WBS element, the responsible cost center can no longer be changed.
