3741240 - How do I set up/enable Cloud Identity Service (CIS) authentication in ICM?

Symptom

I am trying to set up SAP Cloud Identity Services authentication in Intelligent Configuration Manager (ICM), but I am unsure how to configure it correctly across test and production sites. I also notice different authentication statuses and am unclear about tenant provisioning, activation steps, and whether the same configuration applies to both environments.
