3741255 - PDS_MAINT changed fields not pushed to apo for subcontracting PDS

Symptom

Period factor update via PDS_MAINT is not being pushed to APO, even though the PDS was manually pushed to SCM APO.
There could be as well other field that you can change in PDS_MAINT for subcontracting PDS.
