3741712 - IBP: Planning area attribute name is displayed in Excel add-in dialogs instead of attribute description after upgrade to 2408

After upgrading the IBP Excel Add-in from version 2405 to 2408 or higher, the text shown in filters changed from the planning area attribute description to the planning area attribute name. While using IBP Excel Add-in 2405, attribute description was displayed in situations like setting attribute filter, or displayed in planning view.
