3741713 - the "i" icon next to character count shows empty popup when textarea is blank in latest form

The "i" icon next to character count shows empty popup when no content is input in the textarea field/comment box in latest form.

SAP SuccessFactors Performance Management 1H 2026 and above

1. Latest performance form experience is enabled.
2. Open a performance form.
3. Navigate to the textarea field/comment box that shows a character count and an "i" icon.
4. Click the "i" icon while there is no content inputted.
5. Observe that an empty popup/tooltip is shown.

Note:
After inputting some content in the field, when clicking the "i" icon there will be instructions displaying inside the popup/tooltip.

This is current expected behavior.
