3741917 - Error "You are not authorized to access File List" is displayed when uploading file for FI - SEPA mandate migration object

While attempting to upload a file for the migration object 'FI - SEPA mandate' the error "You are not authorized to access File List" occurs. 

SAP S/4HANA Cloud Public Edition. 

1. Open the Migrate Your Data app.
2. Select the migration object FI - SEPA mandate.
3. Choose Upload and attempt to upload the file.
4. Observe the error "You are not authorized to access File List."

Business catalog SAP_FIN_BC_AR_SEPA_EDIT_PC is not assigned or is assigned with restrictions, which blocks access to the file list required by the FI - SEPA mandate migration object.

1. Review the user's authorizations who is attempting to upload the template file. 
2. Ensure business catalog 'SAP_FIN_BC_AR_SEPA_EDIT_PC' is assigned to the user without any restrictions.
3. Save the changes and retry the file upload in the Migrate Your Data app.
