3742085 - Non-rewired Datasphere tenant causes errors when added into a BDC formation due incompatible commercial models

Error when synchronizing a formation type "Integration with SAP Business Data Cloud". Formation status stays on "synchronizing" for extended time with multiple system pairings; 

• Errors occurred while synchronizing. Choose Resynchronize to restart the synchronization process. If the problem persists, report a case in the BDC-DSP-UCL component and provide the formation ID "xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx" together with the following technical details:
  • Synchronization between SAP Business Data Cloud System <bdc-tenant>.eu10 and SAP Datasphere System <dsp-tenant>.eu10 has failed.
    – SAP Datasphere System <dsp-tenant>.eu10 returned a technical error for assignment with ID xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx:"Operation: assign has failed. Receiver Tenant State: ERROR, Formation Tenant State: CONFIG_PENDING, Receiver Tenant Application Namespace: sap.datasphere. Error: Unable to proceed with the synchronization of DS and sap.bdc-cockpit system because one of those Feature Flags [{\"DWCO_BDC_GA_UCL_TENANT_MAPPING_DSP\":false}] are off."
  • Operation: assign has failed. Receiver Tenant State: ERROR, Formation Tenant State: CONFIG_PENDING, Receiver Tenant Application Namespace: sap.datasphere. Error: Invalid tenant and formation type combination. Tenant: non-BDC licensed, Formation: BDC formation. Allowed combinations: (BDC licensed + SAP Analytics Cloud formation type), (BDC licensed + SAP Business Data Cloud formation Type), (non-BDC licensed + SAP Analytics Cloud formation Type)
