3742158 - Postgres limitations with ODBC 15 - Data Services

Symptom

- After applying the latest BODS and IPS patches in the Development environment, failures occur in ETL jobs that use PostgreSQL (version 15.x) as the source.
- BODS is unable to trigger or execute SQL statements, including simple SELECT queries, within both pre-scripts and post-scripts when interacting with the PostgreSQL 15.x database.
- The issue occurs whether the SQL is executed directly in the script or invoked through a custom function.
- The same scripts were working correctly before the upgrade.
