3742242 - LSMW/IL01 batch input finishes successfully, but Functional Locations are not saved

Symptom

During Functional Location creation with LSMW (batch input recording for transaction IL01), the session log shows successful processing, but no Functional Location is persisted.
In hierarchy scenarios, subsequent records fail because the superior Functional Location was not actually created.
