3742813 - Setting Backup Password Required Even When Backup Encryption is Not Enabled

Symptom

After installing the HANA database, e.g., HANA 2.0 SPS08, the first data backup fails with the following error:

Could not back up database xxxx@xxxx
backup could not be completed, Encryption root keys backup password doesn't exist. It must be either set in the database or must be given with the backup/recover SQL statement

You have checked the backup encryption settings and observed that it is not enabled.

You want to understand why setting a backup password is still required.
