About background element, the permissions of GA are always controlled by Home user's permissions, rather than following their own permission configuration as GA users.

1. Checking from RBP troubleshooting and finding that GA user has no permission to check self's background information.

2. But actual GA can view self's background information.

3. Checking from RBP troubleshooting and finding that Home user has permission to check GA's background information.

It is expected behaviour.

If the following button is disabled, GA user will have total same permission with Home user. In case that button is enabled, if users have permission to view or edit a custom background data element related to one employment of a person with multiple employment, then users can view or edit all records related to the person in People Profile and Pixel Perfect Talent Card, including those related to inactive users.
