3743205 - Target Criteria for Attribute Types and Tags excludes non-tagged attributes

Symptom

After setting target criteria to include non-tagged attributes (NOT IN, is null, not equals), the non-tagged attributes are still not listed in Growth Portfolio when adding new attributes.

Reproducing the Issue

Add a target criteria with condition to include non-tagged attributes
Go to Growth Portfolio
In Growth Portfolio click on "Add"
Attribute libraries with non-tagged attributes are not listed

Cause

This is expected behavior. Target Criteria for Tag Names is designed to filter tagged attributes. Attributes must be associated with at least one tag.

Resolution

Supported operators and their expected behaviors are listed in the below table:

`IN`	In (list)	Qualifies all attributes linked to any of the specified tags or attribute types
`!=`	Not Equals	Qualifies all attributes not associated with the specified tag or attribute type. Note: For tags, qualifies attributes that are not associated with that specific tag but must still be associated with at least one other tag
`NOT IN`	Not In (list)	Qualifies all attributes not associated with any of the specified tags or attribute types. Note: For tags, qualifies attributes that are not associated with any of the listed tags but must still be associated with at least one other tag
