3743409 - The E-Signature meaning code contains odd characters

When approving a request that asks for E-signature, its meaning code displays question marks (???) at the beginning and at the end of the label. For example: ???en-I have completed this action???

However, the E-signature Meaning Code doesn't have these question marks. Where are they coming from?
