3743892 - GLPLUP returns error message num 00 007 "XXXX is empty"

Symptom

Mass upload G/L account planning data from Excel or text file for Special Purpose Ledger through Flexible upload program G_FLEX_UPL (GLPLUP) ends in error message 00 007 "RZZAUFNR is empty" 

Additional messages observed include FMCY015 "The cell defined with row xxxx and column xxxx has caused error" and GLPL733 "No authorization to make changes".
