Symptom

The primary challenge involves provincial requirements, such as those from ARBA (Buenos Aires), which mandate the use of a "Padrón" list. This is a file, updated periodically (e.g., monthly), that contains specific taxpayer IDs (CUITs) and their corresponding dynamic withholding tax rates.

You are looking for a standard SAP solution to upload and automatically apply these individualized rates, as the standard configuration of fixed-rate withholding tax codes is not scalable for the thousands of unique rates involved. You may have found that common enhancement spots, like BAdI WT_CHANGE_WTAX_CODE, do not work as expected because they are not triggered at the time of payment.
