3744583 - getCaseSystemId() & getUserSystemId() from exceptionHandlingContext Returning Blank Result

Symptom

When calling the getCaseSystemId() and getUserSystemId() functions from the exceptionHandlingContext Workflow script object, the result is either a blank string or null, even though both Ids are present in the getParam() result.
