3744661 - "Read-only access because HCM Integration is active" Error During IPS User Provisioning

Symptom

You are trying to create users in SAP S/4HANA Cloud Public Edition via IPS, however the following message is raised:

"Read-only access because HCM Integration is active"

Environment

SAP S/4HANA Cloud Public Edition

Cause

When using SAP S/4HANA Cloud Public Edition without an integration with an external HR system, a worker must exist for the user that is being provisioned via IPS before the IPS job is executed.

Resolution

Please ensure that a worker with the same worker ID as maintained in the IPS system already exists in the S/4Hana system.
