3744925 - Business Rule "Add Review Steps Upon Form Routing" does not add all configured route map steps

When Business Rule: "Add Review Steps Upon Form Routing" is getting triggered for Performance forms, not all the configured route map steps are being added to the form route map.

SAP SuccessFactors Performance Management 1H 2026

1. Add a Business rule: "Add Review Steps Upon Form Routing"
2. Configure multiple Route map steps to be added in "THEN" block of the rule.
   For example a step with EM, step with EX, step with O, step with EM role in this order
3. When the business rule is being triggered, see that some of the configured steps are added and some of them are missing
   For example 1st step with EM being added, but step with EX, step with O, 2. step with EM being skipped

When using business rule: "Add Review Steps Upon Form Routing" and defining multiple steps to become visible in "THEN" section, and one of them contains a role which does not exist for subject user, then this step and all the rest of the steps in the business rule will be skipped.

In the above example, if Employee does not have Matrix Manager (EX), step with EX will be skipped, and all the steps configured after this as well: step with O, 2nd step with EM. Only 1st step with EM is being added to the route map.

The fix for this issue is planned to be deployed on 2H 2026 release.

Workaround

Create different rules for the different steps separately. This way only one of the steps will be skipped when role is missing for the Employee, in the example only step with EX role.
