Symptom
The user has the "Access to Initiate Transport of configuration bundles" permission in Manage Permission Roles but does not have the "Access to create or edit configuration bundle" permission. Nevertheless, they can still create a new bundle in the Configuration Transport Center.

Reproducing the Issue
1.Navigate to the Configuration Transport Center
2.Bundle Management-->Create New Bundle
3.Navigate to RBP Troubleshooting-->Search for user permissions related to the Configuration Transport Center
4.No access to create or edit configuration bundles permission.
Cause
This is the expected behavior.
If administrators have the "Access to Initiate Transport of configuration bundles" permission, they can perform all available actions across the Configuration Transport Center, including viewing and downloading configurations and accessing all reports.

Resolution
If you don't want users to be able to create or edit configuration bundles in the Configuration Transport Center, you need to remove the "Access to Initiate Transport of configuration bundles" permission.
