3744962 - Cannot add operation on the Non- Emergency Work Order detailed page for SAP service and asset manager

Symptom

Add Operation button in the Work Order Details page is not visible, because in the standard code if user is not supervisor and phase model is enabled then add operation is not allowed, however, in the backend system, it allow to add operation with different logic
