 Target Criteria Restriction for Attribute Types and Tags is not working in Talent Intelligence Hub or Growth Portfolio.

1. Define Target Criteria  for the Attribute Type and Tag objects in the RBP role per the guide Configuring Target Criteria for Attribute Types and Tags | SAP Help Portal.
2. Proxy as role granted user. 
3. Go to Talent Intelligence Hub or Growth Portfolio.
4. Notice that restriction is not working or partially working.

1. Target Criteria setting in Admin Center > Manage Talent Intelligence Hub > Settings > Manage General Settings page was not enabled.

2. RBP refresh was not run after the role Assignments change.

Make sure to enable Target Criteria setting in Admin Center > Manage Talent Intelligence Hub > Settings > Manage General Settings page as it is the main prerequisite.

Note: RBP refresh should be run every time you change the Target Criteria restrictions in roles.
