Symptom
In IAG, when raising an Access Request to remove a C4C the role is not being removed due to the following error:

[GROUP_NAME]unassigned from user[USER_ID] ([User Full Name])from business role[BUSINESS_ROLE_NAME]: Failed (User doesn't exist in system) — requested from Access Request with ID[REQUEST_ID]
