Symptom
Competency section ratings do not show on the PM Form PDF in Legacy Form Experience when accessed by admin users from Tile Report; only the employee and the manager can see them.

Reproducing the Issue
- As an admin user, go to Reporting > Performance Dashboard and open the Performance Review Status Tile Report.
- Open a completed form link and generate or view the form copy in PDF.
- Observe that competency section ratings are not displayed in the PDF for the admin user.
- Verify that field permissions for the Item Rating field in the Completed step do not include any “none” permission (to confirm it is not a permission configuration issue).
- Compare behavior by viewing the form as the employee or the manager, where ratings are visible.
Cause
Known Error
Behavior specific to the Legacy Form Experience: competency/item ratings are not rendered in the PDF form copy for admin users.
The behavior works correctly in the Latest Form Experience.
Currently there is no plan to fix this on the Legacy Form Experience.
Resolution
- Enable the Latest Form Experience for Performance Management forms and re-test the PDF form copy. Ratings should display correctly.
- If the Latest Form Experience cannot be enabled yet, as workaround - generate PDFs via Reporting > Classic Reporting > Archive & Print to obtain form copies where detailed rating information is included.
