3746282 - Empty comments section remains expanded instead of collapsed in Goal Management

• On Goal Management pages, the comments field remains expanded by default even when there are no comments.
• The empty comment fields should be collapsed by default.

1. Ensure the user has permission to add comments on goals.
2. Open a goal in Goal Management that has no existing comments.
3. Observe that the comments section is displayed in expanded view by default.

By design for the layout improvements, the comments section remains expanded when the user has permission to add comments. It collapses only when there are no comments and the user lacks permission to add comments.

1. Verify the user's permissions for adding comments on goals.
2. To confirm the collapsed behavior, test with a user who does not have permission to add comments and access a goal with no existing comments.
3. This is expected behavior as per the 1H 2026 release.
