3746443 - Onboarding rule not triggering

• Business Rule "ONB2_ECDataCollectionCheck" is enabled and triggers an EVENT "Onboarding is initialized for the candidate" for both new hires and rehires that are captured in the Pre-Onboarding Rehire Verification.
• This rule does not trigger the EVENT "Onboarding is initialized for the candidate"  when it is a rehire on old employment scenario while the candidate is in the Pre-Onboarding Rehire Verification. 

SAP SuccessFactors Onboarding

This is expected behavior for rehire on old employment.

In the current onboarding feature, the system is working as designed.

• Rehire on Old Employment does not have New Hire Data Review Step.
• Rehire Data Review is always triggered for Rehire on Old Employment.
