After the workflow1 is triggered, modifying the rule or modifying the corresponding data, and now the "if" condition to to trigger workflow1 is not matched again, then sending back the workflow and re-submitting it without any update, still workflow1 is triggered. If updating the workflow before re-submitting the workflow, other workflow rather than workflow1 will be triggered out.
