The Setup time is not considered during Master Recipe scheduling.

SAP S/4HANA Cloud Public Edition 

1. Perform scheduling for a master recipe phase that is considered for scheduling (Control Key indicates internally processed).
2. Observe that the setup time is not added to the schedule; only processing time is considered.

If setup time remains unconsidered, verify that the "Int. Proc. Duration" (Internal Processing Duration) formula is also maintained on the 'Scheduling' tab in the resource as required by the scheduling scenario.
